When you complete the Ruby Pokedex, you can go to a guy in Lilycove and get a certificate. I've also heard that Prof. Elm should give you your choice of the Johto starters. I think that if you finish the Leafgreen Pokedex you get a certipokemon leaf green pokedexficate of some kind and another star on your Trainer's Card. You might get something more if you talk to Prof. Oak. To complete the Leafgreen and Ruby pokedex's, you have to catch and/or trade every pokemon in the games. This doesn't not include pokemon that you can only get in Nintendo events. Hope this helps!

You do not need to complete the GBA games to migrate to Pearl. Completeing the Ruby pokedex would obtain you the national pokedex.
You have to get the National Pokedex on Pearl so you can migrate the pokemon from Ruby and Leafgreen!
